The bill, numbered <a href=https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/3684>H.R.3684<\/a>, will be signed into law by President Joe Biden on Monday, the <a href=https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/11\/10\/president-biden-to-sign-bipartisan-infrastructure-investment-and-jobs-act-monday\/>White House announced<\/a>.\r\n<P><\/P>\r\n\u201cAs the effects of climate change continue to intensify, Indigenous communities are facing unique climate-related challenges that pose existential threats to tribal economies, infrastructure, livelihoods, and health,\u201d   <a href=https:\/\/twitter.com\/SecDebHaaland>Secretary Deb Haaland<\/a>, who is the first Native person to lead the <a href=https:\/\/www.doi.gov\/>Department of the Interior<\/a>, said in a <a href=https:\/\/indianz.com\/News\/2021\/11\/10\/bipartisan-infrastructure-deal-invests-736-million-in-indian-country\/>news release<\/a>.\r\n<P><\/P>\r\n \u201cCoastal communities are facing flooding, erosion, permafrost subsidence, sea level rise, and storm surges, while inland communities are facing worsening drought and extreme heat,\u201d  added Haaland, who is a citizen of the Pueblo of Laguna, an Indian nation based in New Mexico.\r\n<p><\/p>\r\n\u201cThe Bipartisan Infrastructure Deal\u2019s historic investments in tribal communities will help bolster community resilience, replace aging infrastructure, and provide support needed for climate-related relocation and adaptation,\u201d Haaland said in reference to the massive package, which passed the <a href=https:\/\/www.house.gov\/>U.S. House of Representatives<\/a>, as well as the <a href=https:\/\/www.senate.gov\/>U.S. Senate<\/a>, with overwhelming Democratic and significant Republican support.\r\n<P><\/P>\r\n<div class=\" content_cards_card content_cards_domain_twitter-com\">\n\t\t\t<div class=\"content_cards_image\">\n\t\t\t\t<a class=\"content_cards_image_link\" href=\"https:\/\/twitter.com\/indianz\/status\/1458465530986311686\">\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2026\/06\/18\/qwsf8fwm_200x200-34.jpg\" alt=\"indianz.com (@indianz) on X\">\t\t\t\t<\/a>\n\t\t<\/div>\n\t\n\t<div class=\"content_cards_title\">\n\t\t<a class=\"content_cards_title_link\" href=\"https:\/\/twitter.com\/indianz\/status\/1458465530986311686\">\n\t\t\tindianz.com (@indianz) on X\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_description\">\n\t\t<a class=\"content_cards_description_link\" href=\"https:\/\/twitter.com\/indianz\/status\/1458465530986311686\">\n\t\t\t<p>The Bipartisan Infrastructure Deal provides $736 million for the Bureau of Indian Affairs, including investments for tribal infrastructure projects and tribal climate resiliency initiatives. #BID #DOI #BIA #TribalInfrastructure #TribalResiliency https:\/\/t.co\/PbfOVjzuid<\/p>\n\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_site_name\">\n\t\t<img decoding=\"async\" src=\"https:\/\/twitter.com\/favicon.ico\" alt=\"X (formerly Twitter)\" class=\"content_cards_favicon\"\/>\t\tX (formerly Twitter)\t<\/div>\n<\/div>\r\n<P><\/P>\r\nHistoric portions of the <a href=https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/11\/06\/fact-sheet-the-bipartisan-infrastructure-deal\/>Infrastructure Investment and Jobs Act<\/a> include $2.5 billion for tribal water rights settlements, $2.9 billion for tribal transportation projects and $2 billion for tribal broadband initiatives. The <a href=https:\/\/www.bia.gov\/>Bureau of Indian Affairs<\/a> alone will be seeing $736 million in funding.\r\n<P><\/P>\r\n\u201cThe Bipartisan Infrastructure Deal&#8217;s investments will directly support community led transitions for the most vulnerable tribal communities,\u201d Assistant Secretary for Indian Affairs Bryan Newland said on a <a href=https:\/\/soundcloud.com\/indianz\/bipartisan-infrastructure-deal-department-of-the-interior>conference call with reporters<\/a> on Wednesday.\r\n<p><\/p>\r\n\u201cMore than $216 million will help tribes with climate adaptation, planning, ocean and coastal management, planning, and capacity building,\u201d said Newland, a citizen and former president of the Bay Mills Indian Community, based in Michigan.   \u201cThat money will also help directly fund relocation efforts,  managed retreat and protected in-place planning.\u201d \r\n<p><p>\r\n\u201cThe deal also makes historic investments in physical infrastructure in tribal communities,\u201d added Newland, who was confirmed to his political post at the Department of the Interior in August. \u201cIt includes $250 million for construction, repair improvement, and maintenance of irrigation and power systems, dam safety, water  sanitation, and other facilities on tribal lands. Photo: Navajo Nation Council <\/figcaption>\r\n<p><\/p>\r\nNavajo leaders are especially grateful for funding to implement a  <a href=https:\/\/ohalleran.house.gov\/newsroom\/in-the-news\/navajo-nation-council-applauds-enactment-navajo-utah-water-rights-settlement>water rights settlement<\/a> between the tribe and the state of Utah. They said they worked decades to secure adequate supplies from the Colorado River Basin.\r\n<P><\/P>\r\n\u201cIndian Country will get over $11 billion in new infrastructure projects to begin construction on broadband internet lines, roadways, bridges, and water pipelines,\u201d said Council Speaker Seth Damon. \u201cThe bipartisan infrastructure bill sends a clear message to sovereign nations around the country that we are a top priority.\u201d\r\n<P><\/P>\r\nFollowing <a href=https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/08\/02\/updated-fact-sheet-bipartisan-infrastructure-investment-and-jobs-act\/>intense negotiations between the White House and key lawmakers<\/a> from both parties, the Senate passed the  Infrastructure Investment and Jobs Act more than two months ago. The  <a href=https:\/\/www.senate.gov\/legislative\/LIS\/roll_call_lists\/roll_call_vote_cfm.cfm?congress=117&#038;session=1&#038;vote=00314>roll call for the bill was 69 to 30<\/a>, with 19 Republicans joining all Democrats to support it on August 10. After the approach was abandoned,  a final vote on H.R.3684 took place on November 5. \r\n<p><\/p>\r\nThe <a href=https:\/\/clerk.house.gov\/Votes\/2021369>roll call in the House was 228 to 206<\/a>, with all but six Democrats voting in favor of the measure. The bill also gained support from 13 Republicans, including <a href=https:\/\/donyoung.house.gov\/>Rep. Don Young<\/a> (R-Alaska), the Republican leader of the <a href=https:\/\/naturalresources.house.gov\/subcommittees\/subcommittee-for-indigenous-peoples-of-the-united-states>House Subcommittee for Indigenous Peoples of the United States<\/a>.\r\n<P><\/P>\r\n\u201cIn conjunction with hard infrastructure, this bipartisan bill will fund projects of great importance to Alaska,\u201d <a href=https:\/\/donyoung.house.gov\/news\/documentsingle.aspx?DocumentID=402078>Young said  of the bill<\/a>, which the all-Republican Alaska delegation in Congress supported. \u201cThe COVID-19 pandemic shined a spotlight on the need for fast and reliable broadband access.
