The measure allocates $20.5 billion to Indian Country programs over the next 10 fiscal years.\r\n<p><\/p>\r\n\u201cFor far too long, historical underfunding of federal programs serving Native communities and tribes has left them vulnerable,\u201d said <a href=\"https:\/\/www.schatz.senate.gov\">Sen. The measure covers fiscal years 2022 through 2031.\r\n<p><\/p>\r\nThe resolution, however, does not actually appropriate the money. It mainly lays the groundwork for the funding that will be provided by Congress to the federal government in the coming years.\r\n<p><\/p>\r\n \u201cThe responsibility of the United States government to American Indians, Alaska Natives, and Native Hawaiians isn\u2019t just for Democrats or Republicans to live up to. It\u2019s a commitment that we all share,\u201d <a href=https:\/\/youtu.be\/FQRDuRALzwk>Schatz said on the floor of the Senate<\/a> on Monday. \u201cThis budget resolution will empower these Native communities like never before.\u201d\r\n<p><\/p><div class=\"mt-1 mb-1\"><ins class=\"adsbygoogle\" style=\"display:block; text-align:center;\" data-ad-layout=\"in-article\" data-ad-format=\"fluid\" data-ad-client=\"ca-pub-8411603009680747\" data-ad-slot=\"6394965691\"><\/ins><script>(adsbygoogle = window.adsbygoogle || []).push({});<\/script><\/div><p><\/p>\r\nNo further consideration of S.Con.Res.14 is required by Congress, or in the Senate, which is controlled by Democrats. The chamber itself is evenly divided, with 50 Democrats serving alongside 50 Republicans. Our infrastructure bill is big, it is bold, \r\nand it is bipartisan, and it reflects the needs of a population \r\nespecially important to me&#8211;Native communities and Indian Country \r\nacross the United States.<p><\/p>\r\n  As chair of the Indian Affairs Committee, I have made it my mission \r\nto support these communities. This legislation contains more than $11 \r\nbillion in direct investments for Native communities, including $3.5 \r\nbillion for clean water access and delivery, $3 billion for safe roads \r\nand bridges, and $2 billion to close the digital divide for American \r\nIndian, Alaska Native, and Native Hawaiian families. This bill will \r\nhave a direct and long-lasting impact, and I am proud to support it.<p><\/p>\r\n  Since taking the committee gavel, I have worked with President Biden, \r\nwith the Presiding Officer, with the members of the committee, and my \r\ncolleagues in both Chambers to ensure that Native voices are always at \r\nthe table.<p><\/p>\r\n  Our Tribal provisions in the American Rescue Plan and the \r\nInfrastructure Investment and Jobs Act were the two largest investments \r\nin Native communities in American history&#8211;the two largest investments \r\nin Native communities in American history. Both bills contained \r\nresources and policy reforms that were long awaited and desperately \r\nneeded, and they are already paying dividends.<p><\/p>\r\n  But our work has to continue, and this historic budget resolution is \r\nthe next step. At its core, our budget is about restoring the middle \r\nclass and giving more Americans the opportunity to get into the middle \r\nclass.<p><\/p>\r\n  It cuts taxes for millions of American families. It creates millions \r\nof American jobs while tackling the climate crisis, and it is paid for \r\nby the wealthy paying their fair share. No one who makes under $400,000 \r\nwill see an increase in their taxes.<p><\/p>\r\n  I used to hate charts. I used to not be a chart guy. I have a rule in \r\nmy office: If you are coming in to present to me, no PowerPoints. I \r\njust don&#8217;t like charts.<p><\/p>\r\n  But I am making an exception right now because it is really important \r\nthat the public understand what we are about to do.<p><\/p>\r\n  We are going to lower costs for all Americans. We are going to cut \r\ntaxes for American families. We are going to create millions of jobs \r\nwhile tackling the climate crisis. And it is going to be paid for by \r\nrequiring the wealthy to pay their fair share in taxes.<p><\/p>\r\n  The budget also addresses Native communities specifically. For far \r\ntoo long, historical underfunding of Federal programs serving Native \r\ncommunities and Tribes has left them vulnerable. Today, one in three \r\nNative Americans lives in poverty, and just 19 percent of Native \r\nAmerican students are attending college. Native Americans have a life \r\nexpectancy 5\\1\/2\\ years lower than the general population, and Native \r\nAmericans are on the frontlines of the climate crisis.<p><\/p>\r\n  This budget reverses these systemic injustices through a $20.5 \r\nbillion targeted investment. The budget makes significant investments \r\nin climate resiliency for Native communities and\r\ngives them the tools that they need to mitigate the impacts of climate \r\nchange, deploy their own clean energy solutions on their own terms, and \r\nrestore and protect their homelands.<p><\/p>\r\n  It ensures that Native students and families have more access to \r\nNative language programs, early childhood education, and college. It \r\nalso includes historic investments in health and education programs to \r\nprovide much needed support to Native people across the country.<p><\/p>\r\n  We have already made the biggest investment in Native communities in \r\nAmerican history, and we are not done yet. The responsibility of the \r\nU.S. Government to American Indians, Alaska Natives, and Native \r\nHawaiians isn&#8217;t just for Democrats or Republicans to live up to.
