The committee, however, was still able to advance the nomination of Bryan Newland to be Assistant Secretary for Indian Affairs. The legislative hearing will take place July 21.<\/strong>\r\n<p><\/p>\r\nWASHINGTON, D.C. &#8212; The <a href=https:\/\/indianz.com\/News\/2021\/06\/09\/nomination-hearing-to-consider-bryan-newland-to-serve-as-assistant-secretary-for-indian-affairs\/>nomination of Bryan Newland<\/a> to serve as the Assistant Secretary for Indian Affairs is slowly moving forward in the <a href=https:\/\/www.senate.gov\/>U.S. Senate<\/a>.\r\n<p><\/p>\r\nThe <a href=https:\/\/indian.senate.gov\/>Senate Committee on Indian Affairs<\/a> is <a href=https:\/\/www.indian.senate.gov\/hearing\/business-meeting-consider-bryan-todd-newland-be-assistant-secretary-legislative-hearing>meeting on Wednesday afternoon<\/a> to advance Newland&#8217;s nomination. The action comes a little over a month after the former president of the <a href=\"http:\/\/www.baymills.org\">Bay Mills Indian Community<\/a> testified about his <a href=https:\/\/indianz.com\/News\/2021\/06\/09\/assistant-secretary-nominee-bryan-newland-vows-to-build-back-better-after-pandemic\/>priorities in the Joe Biden administration<\/a>.\r\n<p><\/p>\r\n\u201cWe must help Indian Country build back better after the pandemic,\u201d  Newland stated in his <a href=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2021\/06\/09\/newland060921.pdf\">written testimony<\/a>.  \u201cWe must also respond with urgency to the violence against Indigenous women and children. Among those voicing support was <a href=\"https:\/\/www.daines.senate.gov\/\">Sen. Steve Daines<\/a> (R-Montana), who has otherwise slammed the  Democratic administration repeatedly on <a href=\"https:\/\/www.daines.senate.gov\/news\/press-releases\/daines-biden-at-fault-for-keystone-xl-pipeline-project-officially-being-pulled\">energy<\/a>, <a href=\"https:\/\/dailymontanan.com\/2021\/06\/08\/public-lands-pick-stone-manning-fends-off-objections-from-senate-republicans\/\">public lands<\/a> and other areas of interest at Interior.\r\n<p><\/p>\r\n \u201cYou have my support in your nomination,\u201d Daines told Newland. \u201cAnd I look forward to working with you  to help out Indian Country, not only in Montana, but around the country.\u201d\r\n<P><\/P>\r\nAs the Assistant Secretary for Indian Affairs, Newland would oversee the <a href=https:\/\/www.bia.gov\/>Bureau of Indian Affairs<\/a> and the  <a href=\"https:\/\/www.bie.edu\">Bureau of Indian Education<\/a>, the two federal agencies with the widest reach in tribal communities. He&#8217;d also be in charge of the recently-created <a href=\"https:\/\/www.bia.gov\/btfa\">Bureau of Trust Funds Administration<\/a>, which is taking over most of the duties of the <a href=\"https:\/\/www.doi.gov\/ost\">Office of the Special Trustee for American Indians<\/a>.\r\n<P><\/P>\r\n\u201cMr. Newland has made clear that he&#8217;s committed to serving as the chief federal advocate for not just tribal nations, but for Native Hawaiians as well,\u201d said <a href=\"https:\/\/www.schatz.senate.gov\">Sen. That has left <a href=\"https:\/\/twitter.com\/SecDebHaaland\">Secretary Deb Haaland<\/a>, who is the first Native person to lead the agency, largely without a leadership team over the last three months.\r\n<p><\/p>\r\nOnly in the last couple of weeks has the situation begun to change. On <a href=https:\/\/www.doi.gov\/pressreleases\/tommy-beaudreau-sworn-interior-department-deputy-secretary>June 23<\/a>, Haaland was finally joined by her new Deputy Secretary Tommy Beaudreau, whose nomination arose after key Republicans objected to Biden&#8217;s first pick for the job.\r\n<P><\/P>\r\n\u201cThe Department of the Interior is focused on creating good-paying American jobs in the clean energy industry, tackling the climate crisis, protecting our public lands and waters, and honoring our Nation-to-Nation relationship with Indian Country,\u201d    Haaland said last month. \u201cI look forward to working with Tommy on the many demands of our agency and in partnership with our dedicated career employees.\u201d\r\n<p><\/p>\r\nTwo days later, <a href=\"https:\/\/www.doi.gov\/tanya-trujillo\">Tanya Trujillo<\/a> was <a href=https:\/\/www.doi.gov\/pressreleases\/tanya-trujillo-sworn-interior-department-assistant-secretary-water-and-science> sworn in as  Assistant Secretary for Water and Science<\/a> by Haaland. Photo: <a href=https:\/\/www.flickr.com\/photos\/usinterior\/>U.S. Department of the Interior<\/a><\/figcaption>\r\n<p><\/p>\r\nAnd   on Monday, <a href=\"https:\/\/www.doi.gov\/shannon-estenoz\">Shannon Estenoz<\/a> came on board as the <a href=https:\/\/www.doi.gov\/pressreleases\/shannon-estenoz-sworn-interior-department-assistant-secretary-fish-and-wildlife-and>Assistant Secretary for Fish and Wildlife and Parks<\/a>. The position plays a key role in protecting public lands that fall within tribal territories, including the <a href=\"https:\/\/www.nps.gov\/peco\/index.htm\">Pecos National Historical Park<\/a>, where <a href=https:\/\/youtu.be\/1hCx3pPvq-k?t=31>Haaland visited earlier this month<\/a> on her return to her ancestral home in New Mexico. \r\n<P><\/P>\r\n\u201cI look forward to working collaboratively with Secretary Haaland, the department\u2019s talented public servants, and people from every corner of the country to ensure the conservation of America\u2019s public lands, wildlife, and precious natural resources,\u201d said Estenoz.\r\n<P><\/P>\r\nLost in the mix is Robert Anderson, a citizen of the <a href=\"https:\/\/boisforte.com\/\">Bois Forte Band of Chippewa<\/a> who has been <a href=https:\/\/indianz.com\/News\/2021\/05\/21\/robert-anderson-solicitor-nominee-department-of-the-interior\/>nominated to serve as Solicitor<\/a> at Interior. If confirmed, he would be the second Native person to oversee the legal team at the department.\r\n<p><\/p><div class=\"mt-1 mb-1\"><ins class=\"adsbygoogle\" style=\"display:block; text-align:center;\" data-ad-layout=\"in-article\" data-ad-format=\"fluid\" data-ad-client=\"ca-pub-8411603009680747\" data-ad-slot=\"6394965691\"><\/ins><script>(adsbygoogle = window.adsbygoogle || []).push({});<\/script><\/div><p><\/p>\r\nBut unlike other Interior nominees, Anderson has faced considerably more Republican opposition. He narrowly survived a <a href=\"https:\/\/soundcloud.com\/indianz\/senate-committee-on-energy-and-natural-resources-pending-nominations-may-27-2021\">business meeting vote of 11 to 9<\/a> before  the <a href=https:\/\/www.energy.senate.gov\/>Senate Committee on Energy and Natural Resources<\/a> on <a href=https:\/\/www.energy.senate.gov\/hearings\/2021\/5\/business-meeting-pending-nominations>May 27<\/a>.\r\n<p><\/p>\r\n\u201cMr. Anderson has revoked many Solicitor opinions issued under the Trump administration and paved the way for   Biden administration policies that are in conflict with the department&#8217;s multiple-use mandate,\u201d  asserted <a href=\"https:\/\/www.barrasso.senate.gov\/\">Sen. It will be <a href=https:\/\/www.indian.senate.gov\/hearing\/business-meeting-consider-bryan-todd-newland-be-assistant-secretary-legislative-hearing>webcast at indian.senate.gov<\/a>.\r\n<p><\/p>\r\nImmediately following the meeting,   the committee will  take testimony from tribal leaders and federal officials on three bills: <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/1797\">S.1797<\/a>,  the Urban Indian Health Providers Facilities Improvement Act; <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/1895\">S.1895<\/a>, the Indian Health Service Sanitation Facilities Construction Enhancement Act; and  <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/1688\">H.R.1688<\/a>,  the Native American Child Protection Act.\r\n<p><\/p>\r\n<div class=\"h5-responsive sub\">Assistant Secretary for Indian Affairs<\/div>\r\nThe <a href=\"https:\/\/www.bia.gov\/as-ia\">Assistant Secretary for Indian Affairs post<\/a>   was established  in 1977. It&#8217;s a political position at the Department of the Interior, meaning the person who is chosen is selected by the current president of the United States.\r\n<p><\/p>\r\nAt Interior, the  Assistant Secretary oversee the  <a href=\"https:\/\/www.bia.gov\">Bureau of Indian Affairs<\/a> and  the <a href=\"https:\/\/www.bie.edu\">Bureau of Indian Education<\/a>. The recently-created <a href=\"https:\/\/www.bia.gov\/btfa\">Bureau of Trust Funds Administration<\/a>, which is taking over most of the duties of the <a href=\"https:\/\/www.doi.gov\/ost\">Office of the Special Trustee for  American Indians<\/a>, also falls under the position. \r\n<p><\/p>\r\n  If confirmed, Newland  would be the 14th person to serve as the Assistant Secretary.
