Editorial: No confidence in Norton plan

In an editorial, The Washington Post criticizes the Department of Interior for making no progress on fixing the broken trust fund, saying there is "little confidence" Secretary Gale Norton's proposal to strip the Bureau of Indian Affairs of its core duties will work.

The paper says the plan is just another in a long line made by the government. Appointing a receiver for the Individual Indian Money (IIM) trust is the only way to ensure progress in the face of the broken promises, even if it is an "ugly" solution, the paper writes.
