DECEMBER 15, 2000 In an editorial today, The Seattle Times says President Bill Clinton should make the Arctic National Wildlife Refuge a national monument. The paper says Clinton should issue the designation before he leaves office in order to protect it from commercial exploration. Although the paper doesn't directly state it, President-elect George W.
