OCTOBER 20, 2000 Skepticism accompanied Governor Tony Knowles' visit to the Alaska Federation of Natives' annual conference, even though he attempted to persuade attendees he supported them on various issues. As evidence of his support, Knowles listed the state's acknowledgement of Alaska Native communities as tribes (a move balked at by some legislators), a $100 million rural energy subsidy endowment, and his support of subsistence hunting and fishing rights.
