The Department of Interior's role in the $7.8 billion Everglades restoration plan would be boosted under new rules the Bush administration is releasing.

The proposal still gives the Army Corps of Engineers and the state of Florida the lead. But environmentalists wanted the Interior to have more input.

The regulations were an update of a draft released in December that environmentalists had criticized.
