A year ago this week, Indian Country was up in arms over the Bush administration's proposed reorganization, a computer shutdown that prevented thousands of needy tribal members from getting their money and a contempt trial that confirmed the lack of progress in fixing the broken trust fund. Not much appears to have changed as another Christmas approaches. The Bureau of Indian Affairs has proposed a second reorganization, outgoing Assistant Secretary Neal McCaleb is in trouble for erasing his e-mails and a new battle over the contempt citation Secretary Gale Norton eventually received is in sight. When will it all end? That was the question many tribal leaders asked themselves when, a decade ago, they tried to reorganize the agency everyone loves to hate. After months of meetings, rhetoric from top government officials about the "historic" commitment, nothing ever came of the effort. But it was Radmilla A. Cody's revelation of a six-year abusive relationship that was hard to handle for many. Cody, a former Miss Navajo Nation who turns 28 this week, helped her ex-boyfriend transport drugs but pleaded guilty to a lower felony.
