R.I. governor criticized on civil rights record

A coalition of civil rights groups released a report on Tuesday criticizing Gov. Donald Carcieri (R) for his handling of minority issues.

One incident highlighted is the July 14 raid of the Narragansett Tribe's smoke shop. The report blames Carcieri for acting without considering the consequences and for accepting a state police that failed to explain why the state police didn't withdraw when they met resistance from tribal members.
