The US Civil Rights Commission on Friday approved a report critical of top officials in Florida for the handling of last year's Presidential election.

The report says African-American voters were disenfranchised. Some 54 percent of rejected ballots were cast by Black voters.

Mary Frances Berry, chairwoman of the commission, says she plans on meeting with Attorney General John Ashcroft to investigate possible violations of civil rights laws.
