Ariz. won't become another Las Vegas

Arizona's tribes are poised to make new strides in gaming but observers don't think the state will turn into a second Las Vegas.

Experts in the gaming and tourism industry point out differences between Indian and non-Indian casinos. The first is the market: Indian casinos cater locally.

That doesn't mean there won't be large scale developments. Tribes in the Phoenix area are building hotel-resorts, golf course, shopping centers and office buildings.
