MONDAY, SEPTEMBER 23, 2002 "U.S. District Judge Royce Lamberth is right to be upset about foot-dragging at the Interior Department - but his anger may be directed at the wrong people. Clearly, [Secretary Gale] Norton and her predecessors are in charge - officially, at least - so Lamberth is correct to hold them accountable. It might be productive for him to launch an investigation focusing on the secretary's subordinates and whether they, too, should be held accountable." Get the Story:
