Bush offers Homeland Security bill
WEDNESDAY, JUNE 19, 2002
President Bush on Tuesday offered draft legislation to implement the Department of Homeland Security.
The 35-page bill explains how numerous federal agencies and departments would be affected. It describes which functions would be transferred and the powers of the Secretary for Homeland Security.
A key component requires the FBI and the CIA to share information with the department. Bush doesn't want to transfer the FBI.
Congressional leaders on both sides of the aisle have indicated they want to reform both entities. They have said moving the FBI and the CIA should be considered.
