NCAI's Hall has lofty goals

Tex Hall has worn a lot of hats, no pun intended, in recent years. Teacher, rancher, and tribal leader.

His role as president of the National Congress of American Indians may see him spring to other roles. He might run for Congress or office in his home state of North Dakota.

For now, Hall has visions of economic improvement and stimulus in Indian Country. He's calling for a dramatic drop in jobless rates and more tribal self-governance.
