The U.S. Senate Appropriations Committee has released the Continuing Appropriations Act, 2027, a continuing resolution (CR) designed to fund the federal government through December 11, 2026. Importantly for Indian Country, the Senate measure includes a critical provision in Section 157 that delays the Office of Management and Budget’s (OMB) proposed overhaul of the Uniform Guidance for federal awards.

This delay provides breathing room for Tribal finance departments, program managers, and leadership. It ensures that current Uniform Guidance rules remain in place as FY 2027 begins, preventing administrative confusion and allowing more time for Tribal nations to advocate for changes that respect Tribal sovereignty, self-determination, and administrative capacity.

Tribal leaders urged Congress to curb the expansion of online prediction markets, warning during a Senate Indian Affairs Committee roundtable that sports-related event contracts threaten Tribal sovereignty, undermine the Indian Gaming Regulatory Act, and divert critical gaming revenue that funds essential government services in Tribal communities.

“Every dollar diverted to gaming-like prediction markets is a dollar pulled away from tribal jobs, facilities, and community programs,” Mark Macarro, President of the National Congress of Indians, testified.

The Administration for Native Americans anticipates announcing the availability of funds and requesting applications for EAGLE: Economic Advancement Grants for Local Empowerment, supporting socioeconomic and cultural success for Native communities through business creation in regenerative agriculture, artificial intelligence, tribal energy sovereignty, and human capital development.

Eligible applicants:

• Nonprofit (Nonprofits non-higher education with 501(c)(3), Other Native American tribal organizations, Nonprofits non-higher education without 501(c)(3))
• Federally recognized Native American Tribal governments

The application deadline is August 27, 2026.

The Eastern Band of Cherokee Indians (EBCI) Investment Committee is issuing a competitive Request for Qualifications (RFQ) for institutional investment advisory and asset management services. The Committee is seeking qualified firms to provide services for one or more of the following portfolios: the EBCI Minors Trust Fund, Endowment Funds, Debt Service Fund, and Margin Debt.
