The following is the written testimony of Dayna Seymour, Health and Human Services Chair for the Business Council of the Confederated Tribes of the Colville Reservation.
Seymour appears before the Senate Committee on Indian Affairs at a Legislative Hearing to receive testimony on S.2098, S.1055 & S.699 on February 4, 2026. Her testimony focuses on S.699, the Purchased and Referred Care Improvement Act of 2025.
S.699 requires the Indian Health Service (IHS) to reimburse tribal patients for care sought outside of IHS in a timely manner. Data currently shows the IHS does not always meet a 30-day timeline established by the Indian Health Care Improvement Act.
In her testimony, Seymour also expresses support for S.1055, the Indian Health Service Emergency Claims Parity Act. The bill extends the reporting deadline for IHS patients who seek emergency care outside of the IHS system from 72 hours to 15 days.
