1. POLICY:
NAFOA Board Congressional Fly-In Event: Supporting the Tribal Tax and Investment Reform Act (S. 2022)
The NAFOA Board of Directors conducted a successful fly-in event to Capitol Hill in July, advocating for the passage of S. 2022, the Tribal Tax and Investment Reform Act. The event included a briefing for House and Senate staff and over two dozen meetings with congressional member offices to highlight the importance of this legislation for Tribal economies and rural America.
NAFOA presented compelling data showing that S. 2022 would:
- Unlock unprecedented economic development opportunities by eliminating the “essential governmental function” test.
- Enable comprehensive infrastructure development, including healthcare facilities, educational institutions, and community centers.
- Provide access to a national $400 million private activity bond volume cap for manufacturing, technology, and tourism infrastructure.
- Create thousands of construction jobs during project development and hundreds of permanent positions in ongoing operations.
2. POLICY:
Chairman Murkowski Releases Draft Legislative Package to Support Native Children and Families
U.S. Senator Lisa Murkowski (R-Alaska), Chairman of the U.S. Senate Committee on Indian Affairs, on August 1, 2025, released comprehensive draft legislation aimed at advancing the well-being and future opportunities of American Indian, Alaska Native, and Native Hawaiian children. This discussion draft bill is grounded in the recommendations and themes of the report, The Way Forward, by the Alyce Spotted Bear and Walter Soboleff Commission on Native Children issued in February of 2024.
The draft legislation addresses a wide range of issues affecting Native children and families, including child welfare, justice, physical, behavioral, and environmental health, housing and homelessness, education, child care, and the expansion of research and data capabilities.
Chairman Murkowski asks for input from the public on this discussion draft by September 12, 2025, via email to Murkowski_Outreach@Indian.Senate.Gov.

4. MEMBER TRIBE NEWS:
Seneca Nation Acquires Rochester Knighthawks Pro Lacrosse Franchise
The Seneca Nation, a federally recognized Indian tribe based in western New York, has acquired the Rochester Knighthawks, a National Lacrosse League franchise. Seneca bought the franchise from the Pegula family, which announced in June that it would sell the team after owning it since 2019.
The Seneca Nation is believed to be just the second Indian tribe to own a professional sports franchise outright, joining the Mohegan Tribe, which has owned the WNBA’s Connecticut Sun since 2003.
