The Seneca-Cayuga Tribe of Oklahoma is proposing to build a $500 million casino and hotel in downtown Rochester. Mall developer Thomas C. Wilmot, the tribe's backer, laid out the plans this week for a facility that would employ about 1,300 with an annual payroll of $48 million.
