A proposal to amend the Rhode Island constitution to favor the Narragansett Tribe's proposed casino won't move forward in the House.
The Democrat-controlled Senate put the amendment on its agenda today. But House Speaker William J. Murphy, a Democrat, said he wouldn't do the same. The amendment was seen as a way to avoid a court challenge over a separate bill that would put the casino on the November ballot. Gov.
