The city council in Glendale, Arizona, is expected to vote today on opening gaming talks with the Tohono O'odham Nation.
The city has been on the losing end of years of litigation against the proposed West Valley
Resort. Meanwhile, other communities have been open to development.
Residents and local officials have been pushing the city to come to the table, something the tribe has requested since unveiling plans for the off-reservation casino in 2009.
