The Manzanita Band of the Kumeyaay Nation in California hopes the Obama administration will approve its off-reservation casino this year.
The tribe has been working with officials in Imperial County to build a casino in Calexico, near the U.S.-Mexico border.
Plans call for a facility with 2,000 slot machines and a 200-room hotel.
The Bureau of Indian Affairs could issue a decision on the final environmental impact statement soon.
Gov. Jerry Brown (D) would have veto authority over the casino.
