Leader in Saginaw don't have concrete plans for a casino. But some are open to the idea. “I’m not a strong advocate necessarily, but I certainly would welcome an opportunity for the city to get into the business,” Odail Thorns, the city's development director, told The Saginaw News. “It should be pursued.
