Oregon candidates oppose Warm Springs off-reservation plan

The two candidates for governor of Oregon oppose the off-reservation casino sought by the Confederated Tribes of the Warm Springs Reservation.
Democrat John Kitzhaber and Republican Chris Dudley will be able to veto the casino if elected because the tribe is following the two-part determination section of Indian
Gaming Regulatory Act.
In the history of IGRA, only three tribes have successfully completed both steps of the process.
The tribe is moving closer to finishing one step. The Bureau of Indian Affairs will publish a
final environmental impact
statement this fall.
