"When the Dakota Dunes casino opened to great fanfare last summer, the biggest challenge appeared to be handling the crowds.

There were so many people trying to get in that some customers had trouble finding a slot machine to pump their money into.

The dealers at the blackjack tables were new at the game, prompting some players to suggest they would have to speed up in order to keep the pace of play up to standard.

Saskatchewan Indian Gaming Authority (SIGA) staff explained dealers and staff members had been undergoing training for two months and "they're learning the procedures, making sure they're doing their due diligence."

Four months later, we are learning the problems went much deeper than that."
