The Cowlitz Tribe of Washington adopted an agreement to pay taxes, follow local building and health codes and pay for municipal services for its $510 million casino in Clark County.
The tribe sad the new plan replaces a memorandum of understanding with the county. That agreement has been invalidated by a state board. Under the plan, the tribe waives its sovereign immunity. The county will be allowed to sue in state court if the tribe fails to follow the plan. The tribe, which gained federal recognition in 2000, is seeking to have land placed in trust for the casino.
