The California Nations Indian Gaming Association, the largest inter-tribal organization in the state, and the Tribal Alliance of Sovereign Indian Nations, which represents 14 tribes, passed resolutions against the referendum effort. The groups called the proposed vote an attack on sovereignty. Racetracks and unions are spearheading the referendum, with financial help from two tribes that don't like the new compacts.
