Editorial: Norton's fraud

In an editorial opinion, Paul Krugman of The New York Times accuses Secretary of Interior Gale Norton of being deceptive over the impact of drilling in the Arctic National Wildlife Refuge.

Beyond technological advances, Norton says the "footprint" of drilling would be limited to 2,000 acres under a House bill that was approved last summer. But Krugman says this is a "fraud" and that the entire refuge could be filled with oil rigs, refineries and pipelines yet still meet the acreage limit.
