An investigation into the campaign of Los Angeles Mayor James K. Hahn has raised questions about the way tribes spent money to attack his opponent.

The report, by the Los Angeles County district attorney's office, didn't find evidence to bring criminal charges against Hahn's campaign, however. But the office is suggesting an ethics inquiry be launched to bring possible civil charges.

It is unclear whether such action would target the tribes that donated money or Daniel Weinstein, a Hahn fundraiser who allegedly asked the tribes to send funds to help fight opponent Antonio Villaraigosa.
