Tribes might have to waive immunity

Three Arizona tribes competing for the right to host a new Arizona Cardinals football stadium might have to waive their sovereign immunity as part of the deal.

The state's Tourism and Sports Authority wants to know if the tribes will sign away certain sovereign rights and sign long-term leases for the stadium. The authority is also concerned about archaeological sites.

The Salt River Pima-Maricopa Indian Community, the Gila River Indian Community and the Fort McDowell Yavapai Nation have submitted plans to the authority.
