The Cheyenne River Sioux Tribe of South Dakota is looking to assume authority over all crimes on the reservation but doesn't have enough money to do so, according to a tribal official.

But what council member David Hump and others were sure of was a recent tribal resolution which lead to a misunderstanding of its police powers. Written in the wake of a negative Supreme Court decision, some outside the reservation believed it limited the jurisdiction of federal authorities.

But the council members said the resolution was meant to ensure the tribe was flexible in its dealings with federal authorities.
