The Navajo Reservation spans three states and has more than 200,000 residents but only one jail to house 102 offenders.

The situation is common across Indian Country but the tribe now hopes to change that with the addition of an $80 million, 960-bed facility in Shiprock, New Mexico.

The facility would be a joint tribal-federal jail.
