A dog whose owner has been arrested on animal cruelty charges is doing well other than showing signs of being underfed, an animal control officer for the city of Norwich, Connecticut, said on Thursday.

The dog's owner, Lea Scott, is awaiting a ruling on the charges. The dog can't be up up for adoption until the case is resolved.

Scott, a member of the Rosebud Sioux Tribe of South Dakota, had two dogs, one of which had to be put down due to an illness. Animal control officers were alerted to the situation by Scott's landlords, a group called the Mohegan Tribe and Nation, Confederation of the Mohegan-Pequot American Indian Nation and Affiliated Tribes.

While the group has resisted efforts by the city to exert control over the property where the dogs were found, its leader, Moigu Standing Bear, appeared to have no qualms letting the animal control officer remove the dogs. Standing Bear claims the property is sovereign territory and not under the jurisdiction of the state or local government.
