The Senate today is expected to take up a long-delayed energy bill that doesn't include opening up the Arctic National Wildlife Refuge to oil and gas drilling.

Senate Majority Leader Tom Daschle (D-S.D.) says Republican supporters of development don't have the votes to bring the issue to the table. A proposal the Department of Interior floated to limit drilling was rejected by key GOP lawmakers.
