ANWR funds included again by Bush

The Department of Interior's fiscal year 2003 budget again includes a line item anticipating receipt of $1.2 billion in lease funds from drilling in the Arctic National Wildlife Refuge.

Secretary Gale Norton told reporters yesterday the provision depends on Congress agreeing to allow drilling in ANWR. But she said the request underscored that her department plans to use the lease income for conservation programs.

The budget also seeks $5 million to plan for an expected lease sale in the Arctic.
