The Department of Interior has appealed a federal judge's recent ruling giving the state of California more power over off-shore drilling.

The state vehemently opposes drilling of its coast and there is currently a moratorium in place, first set by President George H.W. Bush and extended by President Bill Clinton. But there are 36 leases in federal waters that the Bush administration says are still valid.
