Opponents of a compact between two tribes and the state of Oklahoma aren't buying the state's explanation that negotiations with the state of Texas are dead.

Last week, the governor's office, the Chickasaw Nation and the Choctaw Nation announced that talks were off over a sale of water to Texas. But a Texas representative to the negotiations said he believed the deal was almost complete.

Opponents say the announcement was just a ruse.

The deal involves settling the tribe's water rights, selling water to Texas and splitting the profits among the state and the tribes.
