A two-year study by the National Research Council, a division of the National Academy of Sciences, has recommended the flows of the Missouri River be returned to its natural state in order to protect endangered species.

The council recommends a new management plan be adopted for the river. Mike Parker, President Bush's nominee to head the U.S. Army Corps of Engineers, said he supports a new plan.

The flows on the Missouri River have been heavily debated in Plains states. Dams on the river have dramatically affected tribes, including the resurfacing of ancestors whose bodies were supposed to have been moved by the Army Corps.
