"These are interesting times for American Indians. While some are enjoying better living conditions than have ever been seen on a reservation, far too many still live in abject poverty. While most tribes are successfully and effectively providing vital governmental functions for their neighbors, recent federal court decisions on tribal jurisdiction appear to cast aside the last 200 years of constitutional and Indian law jurisprudence.

A wide-ranging series of rulings by the federal courts is causing confusion between tribal governments and local/state governmental authorities over public safety and order on reservations. . ."
