Editorial: Fix federal recognition

In an editorial, The Norwich Bulletin calls on the federal recognition process to be reformed.

The paper says the Clinton administration ignored the advice of Bureau of Indian Affairs "experts" and decided to recognize six tribes. The paper says it supports efforts by Congress to dedicate more funding and staff to the issue.
