WEDNESDAY, JANUARY 23, 2002

A new group called the Property Owners and Citizens Rights Organization has popped up in northern Idaho and its goal is to challenge the sovereignty of the Coeur d'Alene Tribe and the Environmental Protection Agency.

Members of the group met Tuesday night to discuss their slate. Among the issues discussed: the tribe entering into a cross-deputization agreement with Kootenai County, the tribe's water rights and land claims and the EPA's cleanup efforts.

A tribal spokesperson said he believes race may be a factor in the group's formation.
