SEPTEMBER 20, 2000 John Carlson, who has proposed to end tribal and non-tribal commercial fishing in order to save the salmon, won the Republican party primary in Washington on Tuesday. Carlson will now face incumbent Gary Locke in the race for Governor. Along with tribal leaders, Locke has voiced opposition to Carlson's plan. Get the Story:
