Editorial: Moratorium on federal recognition

In an editorial, the Boston Globe calls on the Bush administration to issue a moratorium on all pending federal recognitions.

The paper says the January decision to extend preliminary recognition to the Nipmuc Nation of Massachusetts is part of a "reprehensible record" of the Clinton administration. The paper says former acting Assistant Secretary Michael Anderson recognized one band of the tribe even though Bureau of Indian Affairs researchers recommended against doing so.
