Despite Secretary of Interior Gale Norton's slow withdrawal of her proposal to create a new Indian trust agency, some tribal leaders remain skeptical.

National Congress of American Indians President Tex Hall said on Monday that conflicting messages from the department can hurt the relationship with tribes. After spending the weekend with Interior officials, he said trust was broken when Norton made testimony to the House Resources Committee earlier this month.
