Proponents of legislation to reform the way federal political campaigns are financed won a significant victory in the House on Thursday.

Over the objections of GOP leaders, a vote on the campaign finance reform bill was forced by the use of a "discharge petition." The petition was signed by 218 House members.

A version of the reform bill passed the Senate last summer. The aim is to ban unregulated "soft money" donations put limits on other campaign contributions.
