Bush files lawsuit on civil rights pick

The Bush administration on Monday filed a lawsuit in federal court seeking placement of the President's pick on a civil rights panel that has no authority.

The lawsuit asks a federal judge to remove Victoria Wilson from the U.S. Commission on Civil Rights, saying her term is legally over. The Bush administration wants Peter Kirsanow to put in her place.

Kirsanow's placement would split the independent board between members who lean Democrat and those who lean Republican. His appointment is not being recognized by the commission chair Mary Frances Berry.

The commission includes one Indian member, Elsie Meeks, who led the group's statement against mascots. The commission can hold hearings and make recommendations but has no power.
