FRIDAY, NOVEMBER 9, 2001 The Bush administration's decision to revoke land-into-trust regulations is indicative of the fear non-Indians have of tribal sovereignty, Jamestown S'Kallam Chairman Ron Allen told the Associated Press. "The biggest issue that is emerging from the folks that are fighting the process is quite frankly they are afraid of Indians," said Allen, who is also the vice president of the National Congress of American Indians. "They're afraid of Indian power, they don't trust tribes and they don't trust tribal government, and it really has racist overtones." Of all the rules the Bush administration held back for review since taking over the White House in January, the land-into-trust regulations are the only ones that have been fully revoked, according to a review of Federal Register documents.
