A civil grand jury in California has turned down a request to investigate Rep. Gary Condit (D-Calif.).

The jury said it lacked jurisdiction to investigate obstruction of justice charges being laid against Condit. Condit told a flight attendant to sign an affidavit denying the two had an affair, Anne Marie Smith's lawyers claim.

Police in Washington, DC, and federal authorities have received no new substantial leads in the disappearance of Chandra Levy, a former government intern reported to have had an affair with Condit.
