Concerned that issuing an apology could open the door to future legal claims, the United States is proposing to express "deep regret" for participating in the slave trade network.

The wording is being offered as the United States and other countries negotiate an agenda for the upcoming World Conference on Racism.

"We express our deep regret and profound remorse for the terrible suffering caused," reads the proposed language on slavery, according to the Associated Press.

The Bush administration is threatening not to attend the conference if slavery reparations or Zionism as racism are discussed.

The conference takes place in South Africa later this month.
