Congress to adjourn with Bush victories

FRIDAY, AUGUST 3, 2001

With two key votes in the bag for the White House, Congress is set to adjourn today for a one-month recess. But the analysts are already predicting a fight ahead for President Bush's legislative agenda.

The Republican-controlled House this week approved energy legislation that includes a number of Bush's priorities, including opening up the Arctic National Wildlife Refuge for oil and gas development. The House also approved a bill of rights, conceding to questions raised by Bush.

But with the Democrats in power at the Senate, Bush's battle is only beginning, say the pundits. The Senate has passed a broader version of the patients' rights bill and has yet to considered energy policy.
