A former member of the Reagan administration criticized for his environmental record has joined Secretary of Interior Gale Norton's staff.

James E. Cason has been appointed associate deputy interior secretary. The post is new and doesn't require Senate confirmation.

After living through the Reagan era, Cason was nominated by former President George H. W. Bush to the Department of Agriculture. But he was forced to withdraw amid opposition from Democrats, some Republicans and environmentalists.

Cason has close ties to the industry-friendly J. Steven Griles, the Deputy Secretary of Interior.
